According to the spirit of tThe State Council’s Opinions on Vigorously Developing E-commerce and Accelerating the Cultivation of New Economic Driver and tThe 13th Five-Year Development Plan of E-commerce, in order to discover and cultivate e-commerce talents, share the frontier experience of e-commerce talents training, build an influential e-commerce talent training system, help local governments to develop the endogenous drivers of e-commerce and promote the healthy and rapid development of e-commerce nationwide, the Training Institute of China International Electronic Commerce Center (CIECC) was appointed by the Department of Electronic Commerce and Informatization of the Ministry of Commerce to heldhold the first and second Eastern and Western E-commerce Talents Training Conference & Conference on Promoting the Compiling of China E-Commerce Talents Development Report on December 19 and 28 respectively.
Attending were experts from the eastern and western universities including Dean of the Training Institute of CIECC Hu Yang, Director of the Application Promotion Division of the Department of Electronic Commerce and Informatization of the Ministry of Commerce Bai Hailong, Investigator Wang Shuaiqing, tDeputy Director of the Advisory Committee on E-Commerce Teaching in Higher Education under the Ministry of Education and Professor of Xi'an Jiaotong University Li Qi, Professor of Zhejiang University Chen Deren, Professor of Capital University of Economics and Business Liu Hong, Professor and Director of Shanghai University of Finance and Economics Lau Guoling, Deputy Director of the National E-Commerce Teaching in Vocational Education under the Ministry of Education Lu Chunyang, Secretary General of the National E-Commerce Teaching in Vocational Education under the Ministry of Education and Professor of Beijing Union University Zhi Fenhe, Professor of Yangzhou University Gao Gongbu, Professor of Nanjing Tech University Zhou Xiaochen and representatives of e-commerce companies. Deputy Dean of the Training Institute Li Wei, Deputy General Manager Liu Yuan and Qi Quan also attended the meeting.
At the conference, Deputy Dean Li Wei first introduced the attending leaders and experts and expressed warm welcome to everyone. Director Bai Hailong of the Application Promotion Division of the Department of Electronic Commerce and Informatization of the Ministry of Commerce introduced the purpose and significance of this conference to the experts. He hoped to sort outhave a survey of the structure and echelon of the needs of the eastern and western e-commerce talents through this conference, discuss policies and measures on the needs of talents, from the perspective of government, colleges, universities, social institutions and enterprises, provide frameworks, policies and recommendations for talents training, promote the deep, comprehensive, multi- dimensional exchanges between the eastern and western e-commerce talents, and on the basis of the conference push ahead the compiling of the China E-Commerce Talents Development Report.
Dean Hu Yang said that the Training Institute will actively connect and synthesize the intellectual resources of eastern and western e-commerce talents training, and dig deep into the current situation and prominent problems of e-commerce development, under the guidance of six- sphere- integrated idea of “government, industry, university, research institution, user and training institution”, continue to broaden the channels for talent collaboration and resource sharing, and provide strong intellectual support and human resource guarantee for the balanced development of eastern and western e-commerce talents training. Later, he also introduced the members of the editorial committee of the China E-Commerce Talents Development Report.
Professor of Yangzhou University Gao Gongbu reported to the participants on the framework and cycle planning of the China E-Commerce Talents Development Report. The report will start with establishing a compiling team, conducting social surveys, cooperating with third-party data platforms and the current situation and characteristics of China's e-commerce talents development, explore hidden problems and contradictions, analyze opportunities and challenges, and propose policies and recommendations to solve these issues. At present, the report has entered into the phasethe stage of literature review and research design, followed by online and offline research, drafting, and expert discussion. It will be submitted to the Department of Electronic Commerce and Informatization for review and be released in March 2019.
Experts and scholars including Li Qi, Chen Deren, Zhi Fenhe, Zhou Xiaochen and Liu Hong and representatives of e-commerce companies and industry organizations have proposed suggestions on revising the contents and framework of the report. The participants agreed that the report should start from the industrial end and the demand end, define e-commerce talents, comprehensively reflect the current development of e-commerce talents, analyze the root causes of the imbalance between the supply and demand of talents, and innovate the e-commerce talents training system. The report should play a leading and demonstrating role on the basis of quality assurance and completion.
At the conference, Professor Chen Deren and Professor Li Qi also shared the new ideas, new models and new tools for the eastern e-commerce talents training and the prominent difficulties and countermeasures for e-commerce talents training in western provinces. Deputy Director Lu Chunyang shared the experience on the five-sphere-integrated talents training of “industry, university, research institution, user and training institution” in secondary and higher vocational colleges. As a representative of e-commerce enterprises, Li Jian shared the incubation mode and path of network commerce talents from the perspective of enterprises.
The conference concluded successfully with the heated discussion between participating leaders and experts. It laid a solid foundation for the follow-up investigation, report writing, and training mechanism implementation.
